Варианта , чтобы включить ["WebP Support"]=> bool(false) , самому, например через php.ini ? Или другой вариант? есть?  А то тех поддержка молчит.

Сомневаюсь, что самостоятельно это можно осуществить - то есть не включите поддержку WebP. Выходом может быть использование JavaScript'ов, например, в canvas загонять, и из него уже изображение клепать https://developer.mozilla.org/en-US/doc … /toDataURL
